Todd Baran

Before joining DoIT in January 2022, Mr. Baran provided four years of legal services to the New Mexico Office of Superintendent of Insurance.  Mr. Baran’s work for that Office included procurement, extensive rulemaking and legislation drafting, IPRA compliance, defense of the agency in civil lawsuits and appeals, and providing guidance on all legal and operational issues arising under the New Mexico Insurance Code and the Affordable Care Act.  That work was preceded by 27 years of private practice focused on civil litigation, contract review and drafting, insurance and business development matters.  Mr. Baran operated his own firm for seventeen of those years, during which time he successfully litigated numerous complex tort, construction, contract and fraud matters, and handled multiple appeals in the highest state and federal courts in Oregon and Washington.  Mr. Baran also performed pro bono services for various non-profit organizations, including work on matters resolved by the United States Supreme Court and the Oregon Supreme Court.

During his off hours, Mr. Baran enjoys travel, flying, riding his motorcycle along New Mexico’s glorious back roads, cooking, home improvement projects and being bossed around by his four house rabbits.
