Digital Equity Planning Grant Application

The State of New Mexico recognizes the need for better broadband and improved digital equity for all areas of the state. In July of 2022 the Department of Information Technology applied for the State Digital Equity Planning Grant Program.

In July of 2022 Governor Michelle Lujan Grisham sent a Letter of Intent to the U.S. Department of Commerce declaring intent to particiate in the BEAD Program.

These nationally-recognized, “authoritative” data have been reviewed, yet may not be 100 percent accurate.  However, this resource may provide an informative tool to
assist your communities.

County ISP Listings (August 2022)

Provideed are a listing of Internet Service Providers (ISP) within each New Mexico County. These data have been gathered directly from NM ISPs and from the FCC. By no means complete, yet may provide a shopping list to engage ISPs in a consortium and or specific projects. The NMBBP is in the process of collecting more current data, and will be having a refresh of these files.

Dona Ana Broadband Survey Report (March 2022)

The Dona Ana Broadband Survey Report is the first component of the New Mexico Community Broadband Survey Program. The survey gathered community input on a wide range of broadband factors. The outcomes include this report and links to the Survey in both English/Spanish, a Survey Dashboard that presents an interactive display of the data, and the Survey Questionnaire Results.

The Local Broadband Planning Guide provides a phased approach to support local communities in deploying broadband infrastructure that addresses communities’ connectivity challenges.

State of New Mexico Broadband Strategic Plan and Rural Broadband Assessment (June 2020)

The State of New Mexico Broadband Strategic Plan and Rural Broadband Assessment (June 2020) builds on the decade of work by many state agencies and their private partners and provides a framework for the coming years’ effort to comprehensively eliminate the broadband gap in New Mexico, including as a means of combating the economic impact of Covid-19.

New Mexico Broadband Digital Literacy Strategic Plan (December 2014)

The NM Broadband Digital Literacy Strategic Plan is a statewide report on the importance of Broadband Education and Training to support Economic Development within our state. The Plan includes some comparative analyses with other states, targets strategic sectors (education, health, and economic development), describes the regional digital literacy pilots implemented throughout the state, makes a case for digital literacy as a requirement for broadband adoption, speaks to lessons learned, lists funding opportunities, and presents a number of very important policy recommendations. There is even a “Mobile Computer Lab Budget” appendix that may provide an essential service to the rural parts of the state.

Broadband Plan – Southwest New Mexico Council of Governments (January 2015)

The New Mexico Broadband Program (NMBBP) conducted a series of Regional Broadband Planning (RBIP) Pilots within the state that included the Southwest, Northeast, and to some degree the Northwest Regions of the state. The primary point of contact for this effort for the Southwest Region was the SW New Mexico Council of Governments (SWNMCOG). The activities included developing a planning model, conducting a supply and demand assessment, and creating a technology plan. These elements were incorporated in a strategic business plan that described funding sources and a digital literacy strategy which included a mobile lab.

Broadband Plan – Northeast Economic Development Organization (January 2015)

The New Mexico Broadband Program (NMBBP) conducted a series of Regional Broadband Planning (RBIP) Pilots within the state that included the Southwest, Northeast, and to some degree the Northwest Regions of the state. The primary point of contact for the Northeast Region was the Northeast Economic Development Organization (NEEDO). The activities included developing a planning model, conducting a supply and demand assessment, and creating a technology plan. These elements were incorporated in a strategic business plan that included funding sources and a digital literacy strategy.

Broadband Summary – Northwest New Mexico Council of Governments (January 2015)

The New Mexico Broadband Program (NMBBP) conducted a series of Regional Broadband Planning (RBIP) Pilots within the state that included the Southwest, Northeast, and to some degree the Northwest Regions of the state. The primary point of contact for the Northwest Region was the NW New Mexico Council of Governments (NWNMCOG). The Northwest activities were not as comprehensive as the SW and NE Regions due to budget and issues with the ending of the grant cycle. Regardless, the NMBBP focused on project assessment and support targeting the City of Gallup, the assessment of an online workforce training center, and feasibility assistance to rural electrical cooperatives getting into the broadband business. With future funding the NMBBP will expand the NW Regional Broadband Plan.
